If I had to guess, I'd say it's even longer ago, since he looks pretty different in the bootleg of the show he played with DT in '94, at least to my eyes.

Well, in this pic he wear glasses, and big ones too, which without doubt change and hide his facial features. He also appears to have his hair tied (judging from other pics of him in the past, he always kept his hair long), which is also a major feature altering factor. You may be right, yeah, but the clothes look half-90s to me
