Portnoy tried to join back, but they turned him down

I'll tell you how I became the drummer of Dream Thea-tair

In Berklee college, born and raised
Teaching music is where I spent most of my days
Chilling out, maxing, relaxing all cool
And blasting those drum fills throughout the school
When a couple of guys, rang and said I was good
Invited me to join their prog-metal hood
I packed my bags and was right over there
They said "Mangini, welcome, to Dream Thea-tair

I think if they like an image and contact the author, and they agree, they can use it. It's just a matter of communication. But of course, they'll pay a professional to do it, and that professional has his or her routine and known sources, so this is highly improbable.

I'd put the clown on a silver balloon (8VM style) and the Majesty symbol on the sign. Maybe the album title at the bottom also.

It's a time signature. The joke is that Dream Theater always use odd time signatures, and the Dramatic Turn Of Events is that the album uses 4/4 time signature, which is as basic as they come. It speaks for itself really.
