Couldn't Bowser also be killed by a thrown hammer? So assuming Blastoise can shoot water with the same force as a thrown hammer, he can win!
 
Unless like, Bowser is just allergic to hammers or something, and thats why they kill him.

Also, Pokemon is the best monster collection game ever yet Mario isn't the best platformer, being beaten by Jak and Daxter and likely others, cementing Pokemon's elevated status relative to Mario.
