Don't you need to like, listen one month and listen again next month to be considered a monthly listener? Showing up on there for just listening once doesn't seem right. Tried listening to a band with 13 monthly listeners (that I haven't listened to on Spotify recently) to see if it would go up to 14 but it's not happening yet. Though I guess it could just take some time to update.

Yeah could be something like that. You definitely need to be listening in that month/in the last month/however it works in order to be counted. For example I'm no longer showing as a listener for Cloudbreaker whereas I was when I was listening to Tim's EP.
