I thought exactly the opposite. The songs are halfway close, but Seventh the album blows Justice away.
Once you get past the title track and Moonchild, SSOASS is as weak as a used Kleenex.
Mindcrime > Seventh Son > Keeper/Justice Keeper isn't even that good, WTF, it's one of the most overrated Helloween songs. So is Halloween.
Without thinking about it too much, I cannot think of a better song released in 87 than Halloween or in 88 than Keeper (objectively speaking, of course).
EDIT: I thought about it a little more. To the extent it is considered a single song, The Ivory Gate of Dreams is the best of 1988.
EDIT: Holy shit 3 minutes into Keeper of the Seven Keys and this is laughably bad. People actually like this wimpy boring foo-foo chorus? This song is crap. Helloween has soooo much better than this
