Well, now you've added another level. We talked about the negligence just prior to the accident and the longer history that led up to it. But this points to present (and soon to be future) negligence in not evacuating properly.
I would think that no matter where the zoning ends up, that disaster should have introduced the idea on how to contain possible projectiles.
The location is actually not that surprising to me. Industrial is frequently very close to highways. If you are in Los Angeles and stuck in traffic (redundant?), take the time to look at all the businesses and items extremely close to the freeway. Some of it is literally in between ramp exchange jungles. How do people work in that type of environment?
