I don't think Vanden Plas has had a lineup change and their first album was 20 years ago.

I think Ozzy is your ultimate revolving door. He's had 10 guitarists, 12 bass players, 11 drummers and 10 keyboard players. Plus, plenty of those guys have left and returned (several have up to 5 splits/returns), so in terms of lineup changes you're looking at over 60.
Argument, the presentation of reasonable views, never makes headway against conviction, and conviction takes no part in argument because it knows.

I think it would be more tricky to find out what bands have had the least member changes.

ZZ Top

Rush.  One member change.  Can't come up with any with zero.

Untrue.  Rush was actually a 5-piece once.  True story.  And they had a guy fill in for Rutsey for a short period once as well.  Learning lots in my Illustrated Rush history book I got for xmas.

I think the assumption here is band members who appeared on actual recordings, not member changes when bands were in the early stages and playing in their garages together.

But anyway, yeah, ZZ Top and U2 far away win this when you factor in longevity.
