I recently watched "Michael Schenker - Temple of Rock" on Bluray (brilliant, by the way), filmed in Tilburg, Holland, which included about 25 mins of footage from his set at HV 2011. The picture and sound quality was superb - as some DT fans may know, the whole of HV 2011 (from the main stage) was filmed and the highlights broadcast in the UK on the Sky Arts Channel in Aug 2011. The highlights included a brief interview with JP and a performance of Peruvian Skies.

I read somewhere after the festival that the footage was offered to the various bands that played on the day. I do not know if they all took up this offer (Michael Schenker obviously did) but if DT did, their performance would make a great Ytse Jam type release in the future (their set included TCOT, which isn't on Luna Park).

Does anyone know if DT have any plans to issue their HV set as a DVD in the future ?

I approve of all high resolution-filmed material that could possibly be released as a DVD, so yeah, definitely a Majesty release would be nice.

I could definitely see them releasing this show as an official bootleg, because the video quality is good and the setlist included a lot of songs that didn't get played in Luna Park.

And from what I understand, they can release anything post-MP through YtseJam without MP having a say about it?

They CAN release anything they want, but I'm not sure if anything certain was said about the MP's royalities for those performance/releases.
