Programs/apps to make subtitles?

Anybody know if such programs exist or ever used a good one? I have an Italian film with subtitles only in the native language. I'd like to use it with my literature students, but I need English.
Any help would be appreciated.

I had somewhat of a similar problem with a German movie that I wanted to have subtitles for. The way I solved it in the end was that I found a version of a movie with a separate .srt file that had the German subtitles in it. I then just translated all the German text into English.
