Supposedly, "serious bikers" want to be able to remove the front wheel quickly so that they can...   um, I forget.  But I think there was actually a reason.

I've seen front wheels securely locked to bike racks, without the rest of the bike, more than once.

@Orbert, the reason supposedly is so you can quickly throw your bike in the trunk. While that is a perfectly valid reason for a racing bike, I just don't understand how this is relevant for a commuting bike.

Unless they're massive, chains aren't secure at all. My last bike was stolen with a chain, and the guys at the bike store just shrugged their shoulders and said "yeah, well, chain...". U-Locks are the only secure thing, and I certainly wouldn't want more than one on my bike.

If you have the quick release front wheel, you unhook it and lock that along with the back wheel in the style of the gif. Anyone who wants to steal the bike now has to completely remove the gear system, which is a major deterrent.

And that's assuming the only racks available are the kind that are shown there. In Santa Barbara at least, most of the racks are sized to lock directly to the frame, so having a front wheel like that allows you to lock the frame and front wheel to the rack with a U lock very easily.
