I can see how they're considered a gang. The fact that they're not known for shooting each other, cooking crank, and pimping out their juggalettes just means they're not a particularly troubling gang. They consider themselves a family which has developed their own idioms, slang and characteristics.
Also, the FBI didn't exactly pin the MS13 tag on them. They're considered a hybrid, quazi-gang, and aren't really considered much of a threat at this point. The FBI considers them something to keep an eye on, more than anything else.

As for the crips and the bloods being troubled by these guys, not a chance. While made up of morons, collectively they're definitely smart enough to realize what the Juggalos are, which is little more than harmless white-bread wannabes.
