Well, the thing is, local laws have more effect on everyone's day to day lives. The federal government actually has the smallest influence on each American.
The state to state thing makes sense. Honestly, people from Ahiya are freakin' annoying. First they took Toledo and now they can't even say "Cherry Coke" without me mistaking it for "Charry Cohke". People from Indiana can't drive (FACT!) and Illinois people aren't so bad. Michigan is Amurrica's high five, so you can't even start to say shit about us. (Except for our failing economy, people leaving the state by the thousands, and we're a complete shit hole)
