Okay.... No interest or no idea?
Could help with the latter: it's in Belgium and the owner is called Francis. One of the most famous prog venues in Europe.

Madame Zingara, London (Theatre of Dreams, apparently)

I had no idea, but the smoke stacks identified it.  It also looked like the Thames, so it was easier to narrow down.
