That was the Kitty Genovese murder.  Harlan Ellison wrote a short story about it called The Wimper of Whipped Dogs, very powerful.  The people above the alley where she was murdered watched and did nothing.

Ellison is one of my favorite writers, and I'm pretty sure I've read that story; the title sounds familiar.  Is it one of the Deathbird Stories? 

Anyway, I didn't realize that it was actually written in response to the Kitty Genovese case.

Yep, I just dug out my copy and read the prologue to it, then the first couple of pages.  I first read that book in junior high, and had no idea who Kitty Genovese was, so the prologue meant nothing to me.  Reading it again now, then the first few pages of the story, knowing that it really happened... whoa.

yeah, that was what I was referring to.  some friends of mine live there and they said that certain sections of china it is a huge fine to have more than one girl.

Not sure what you mean by having more than one girl?  Ignoring many exceptions and enforcement issues, in the last thirty years having more than one child, regardless of gender, has subjected parents to heavy fines.  In some places, having a girl actually opens up an avenue for parents to have a second child, as opposed to one boy and you're done.

That's so twisted.  Not only do people ignore a dying child, but someone actually has the decently to help her, and is ridiculed for it.

You know what?  I actually believe it.  You try to do something nice for someone nowadays, and people wonder what your angle is.  In China, they've just taken it to the extreme.

Yep, learned about it in intro to psych, I can't remember what it's called either. It's why that actress Kitty something was stabbed in front of hundreds of people in New York and no one helped her.
