Party leadership,  which is heavily influenced by special interest groups.  Voters are irrelevant since the party will dictate who they like and what they want to them. 
Argument, the presentation of reasonable views, never makes headway against conviction, and conviction takes no part in argument because it knows.

As someone in the industry (in a good way, in Australia dodgy backroom deals are looked at quite poorly hehe), special interest groups probably 90% of the time; unless there's some kind of controversy or issue that really gets people pissed off - and then they look to focus groups and opinion polls to determine their policies.

Or, in the case of a very fine majority, its all about the people as they don't want to lose their power.
I punch those numbers into my calculator and they make a happy face.

The people really don't elect representatives, they choose amongst corporate schills.

So, not the people. The "people" are only considered if there's the possibility of unrest.

It's not as much as amusing, as much as it is logical.  There are enough of the "people" who will eat that shit up hook, line, and sinker.  Hence, the politicians use it.  It's a total cliche, but they will keep on using it as long as it works on impressionable people.

Especially considering the Republicans are basically telling the people what they should want.  They're choosing national demise for them by making them want it too.

Capitalism: can't get completely fair representation as individuals with it, can't maintain a standard of living such as ours without it. 

Though the latter may end up going out the window if the former continues to escalate.
