I read it's a bug that should clear up on its own, but that wasn't from an official source.  https://www.facebook.com/help/?faq=16204 - that should be a link to submit a bug report.  Hopefully they actually respond back to enquires/fix issues; I've never used it.

18 is the age of majority in this country, but let's be real; it's an arbitrary number, probably something to do with the fact that you turn 18 and graduate from high school around the same time, give or take a few months.  So someone decided a long time ago that that makes you an "adult" and it sounded good. 

The prefrontal lobe (which controls most of the thinking processes one associates with "responsible adult behavior") is not fully formed until age 23, on average.  On average.  That's why lots of 20-year-old still act like kids; they still are.  An adult is not someone who's reached some specific age; an adult is someone ready and willing to act responsibly and self-sufficiently.
