Symphony X is the band that has the closest sound to Dream Theater IMO.

Just to start a discussion, is it only me who thinks that Symphony X songs usually have boring riffs? Especially during verses.

Boring riffs? Hell no. And yes, with the exception of that Panic Attack similarity in the intro of one song they sound nothing alike.

I agree with this. Nick's guitar technique is very Petrucci like, especially the solos, but I love it.

How are they similar? Different bass/guitar/drum/keys/vocal styles. SX have always been more power and less progressive with the exception of TiO.

err, not really. I would say V: The New Mythology suite is easily more progressive than say Train of Thought. And the latter would still be considered progressive metal would it not?

Emphasis on during the verses. Most of the riffs there are just alternate picking one string then scaling up and down.
Besides then which bands sound closer to Dream Theater? (I mean besides Queenscyre and Fates Warning)

Yup. Boooww doowwn... I've recently "rediscovered" them and realized how much I've missed Romeo's playing and the rest of the band. Love the keys, especially when he plays those Christmass-like chimes.
Oh and the riffs in the verses of The Eyes of Medusa is pretty damn sick if you ask me.

Some parts of the album are leftovers from Paradise Lost so it's likely it will have bits that are that heavy. There's also a chance that those bits didn't make it onto Paradise Lost because they didn't fit the heavy sound of it though. So it could be anything.
