I wouldn't say that. More like universally average. Only a few are truly awful imo.

I can't choose between Octavarium and Falling into Infinity. I really dig the whole binocular thing, but Octavarium's cover just has an epicness about it, that seems to just be a theme with the entire album. I think I'm gonna go with that.
