I must be missing something, because I don't get the "IX / XII" on the bottom.

Different from place to place.

In the UK, the top charts are released on a sunday, so albums and singles are traditionally released on mondays in order to give them the best opening week possible.

In the US, Billboard presumably updates on mondays, as album releases have defaulted to tuesdays. And then in parts of mainland Europe (Germany, Austria for instance) and I believe Australia (though I could be wrong!), the album will come out on a friday.

So there are likely to be quite a few release dates.

DE: September 9th
UK: September 12th
US: September 13th

Incorrect, the US has moved to Mondays as well apparently, hence the release date being the 12th.
