One of the greatest musical experiences I've had was driving in a light rain while listening to the ending acoustic section of "The Ancient" by Yes. It seemed to fit perfectly.

Actually, I associate the whole "Tales From Topographic Oceans" album with different seasons/weather.

"The Rain Song" by Led Zeppelin.

The riffs in that song, being so calm and then building up later in the song, feels like rain. Love it.

The best rainy weather album of all time is easily "DISINTEGRATION" by THE CURE!!!!!!! On this issue there can be no debate :)
Other good contenders though are Depeche Mode's Black Celebration, The Gathering's How To Measure a Planet (or any Gathering album, really), The Flaming Lips' Embyronic, Savatage's Streets, Slowdive's Souvlaki, Travis' The Man Who, Renaissance's Turn of the Cards, and Yes' Tales from Topographic Oceans.
