Something like that. I think the only legitimately bad album Megadeth have ever released is Risk. Everything else ranges from gold to really good, in my opinion.

I didn't remember how a good song "Tears in a Vial" is, hadn't listened to it in a while. Sounds like Cryptic Writings, but a lot better :D

99 Ways to Die slays everything else on Hidden Treasures.
While this is understandable I still think Angry Again is the best them. 99WtD gets a very well deserved second place IMO

I actually like Breakpoint the most... nice and raw, and the chorus is awesome, and then the solos are some of the best from Megadeth

Overall, I don't think there is a bad track on the entire CD.  But I definitely rank the originals over the covers.  I rank them as follows:

1.  Angry Again:  Top notch song.  It's a shame they can never really seem to get it to sound right in a live setting.  IMO, Dave needs to play it the way it is played on the studio version and not monkey with it.
2.  99 Ways To Die:  VERY solid second place. 
3.  Diadems:  Very cool song.  I just love the chord progression in this.  I wish I knew music theory to be able to understand what it is musically that makes it so cool.
4.  Go To Hell:  Do Mormons describe this song as "Go To Heck?"  I've always wondered about that.
5.  Break Point:  Also very good.  This song just has a neat and different energy to it.  There is an interesting feeling of motion throughout.
6.  Paranoid:  This probably tops out the covers for me.  The original was already a solid tune.  It doesn't call for an overly dynamic singer, so Mustaine's vocals are fine.  And I like the humor they threw in at the end.

I'm not really fond of Problems or No More Mr. Nice Guy.  They're okay, but I could easily do without them.

I generally agree with you. If Hidden Treasures is ever re released, it should have also One Thing from the CW era. In many ways it's better than most songs of CW and it's at the same level of Angry Again.
90's Megadeth had awesome guitar riffs, distortion, production levels and song writing.

I got Hidden Treasures when it came out. Though it's short, it is very solid.

But covering No More Mr. Nice Guy and Paranoid are complete wastes of time. Sure NMMNG tied into Shocker, but even Alice's mid/late 80's band had already done great metal interpretations of his classic tracks.
You just cannot do much with those songs. If Megadeth was going to cover Alice and Sabbath, I'd prefer something like Halo Of Flies and Megalomania.

How? The second Holy Wars solo is just a mindless Mustaine shredfest which, although good, cannot compare to the fantastically constructed melodic and metal Friedman solo in Tornado of Souls.
