I don't think the president should take all the blame, but his job is a leadership role.  Like I've said before, Obama doesn't lead.  But, he also can't be blamed for all the years that gov't has been growing and getting out of control.  However, I do blame him for not taking a leadership role since he became president and trying to turn this thing around.  It has gotten worse, not better under his administration.

I was thinking that maybe a good analogy is a foster parent getting an older child.  While there are things that they can do to help the child become more disciplined and balanced, there are many other years of childrearing that they are not able to overcome.
