well, I think most of us can reach the F# in some way. But the notes leading up to the f# is quite hard because most of us have to switch registers two times or so.
Two times? Just the once really, but since it goes right through the passaggio I guess you could say it's chest voice into mixed chest-head then into pure head voice if you're doing it correctly, in which case it should sound like one connected voice (although there are often obvious tonal differences between head and chest voice).
Of course, there may be a few castratos/pre-pubescents/girls out there who can do it all in chest voice.
If I'm not wtf-pwning my larynx I'm already in mixed at the start of the run anyway since my voice wasn't really built to go that high (I can hit the F# but only by making a noise you'd use to disperse angry mobs). Thin Lizzy songs are more my register
