Well yes, on the surface is all the same. But for counting purposes is difference.

Are two tied eight notes the same as a quarter note? sound wise, yes, but not on paper or for the purpose of what is written down. Is the same as C# or Db, it all depends on the context of the music which one you will use, but the sound will be the same.

The problem is that C# or Db depends on the context.  Not just the key you're playing in (although that's usually enough) but also where the note falls in the scale and what you're doing with it at the moment.

There is no reason to note a full measure of rest as anything other than a full rest.  Two halves, four quarters, etc., does work out the same and "sounds" the same, but there's no reason to note it that way.  That's the "joke".  Only musicians will get it, and not all will think it's funny.


Edit: Okay fine, I can think of one time you might subdivide a measure of rest, but the notation would make it clear why that's happening and again it's all about the context.

Orbert Is right. To expand, C# and Db are two different entities and are treated as such in harmonic analysis; they just happen to be enharmonic (representing the same frequency) and it may even be argued that is valid only inside a temperate system, not inside a purely natural one.

That subdivided bar of silence is musically and practically the same as the "correctly" written one. Philosophically, it's a funny meme we have proceded to DTFock dry.

Our daughter was still in elementary school when our son started learning to drive.  As with many things her brother did, she was trying to be as "into" the experience as possible, watching the other cars on the road and seeing how things work for the first time, as we were all in the car driving around.  At some point, she exclaimed "Everyone stays on the right, just like at school!  If you always stay on the right no matter which way you're going, you won't bump into each other."

So whoever made that sign really is a shit-stirrer, or dumber than a fifth-grader.
