Seriously? I think he's a phenomenal guitarist but the best in metal? There are definitely better riff makers out there.

Probably, but I like him better than anybody else in that poll.

I wouldn't really call him the best 'metal' guitarist on that list.  He is, probably technically the best on that list though (alongside Malmsteen, Rhoads and Friedman).
