Question regarding auxiliary sticks

My drumline director was throwing away a bunch of perfectly good sticks... for some reason.... and one of the little things I found was these things. Can anyone tell me what these are? I haven't been able to find anything on the internet. My best guess is that they're the little individual parts of Hot Rod sticks, but that's all I can guess. Do any of you know what these are called, if they are even a thing?
