What effect do they use??

Hi guys, I've been wondering a while, what effect does Dream Theater use on "On The Backs Of Angels" on the vocals??

And also, if you have time, or know the song by Black Sabbath "God is Dead?", it's basically the same effect that is used on Ozzy's vocals, do you know how to do it??
