Youtube won't let me change my video playback settings

My internet connection ain't all that great and it sucks pretty badly to have an entire video loaded just to have the buffer reset when I go into full-screen mode. I clicked on my name where it appears in the top right corner of the screen and then followed the path Settings>Playback Setup and under the Video Playback Quality heading this comes up:

I have a slow connection. Never play higher-quality video.
Always choose the best option for me based on my player size.
Always play HD when switching to fullscreen (when available)

I unticked the box next to "Always play HD when switching to fullscreen (when available)" and changed the option "Always choose the best option for me based on my player size." to the other one "I have a slow connection. Never play higher-quality video." and then clicked on the Save button.

Immediately afterward I was still having the same damn problem that brought me there in the first place and when I checked out the settings, they had reverted to what they were before I'd changed them. I noticed that no matter what combination of changes I try that whenever I hit save, it nullifies my changes and defaults to the original undesired settings. How the hell do I fix this?

Have you tried restarting your computer?

Maybe try changing it this way? Go full screen and change from the 720p it's currently on, to the lowest available, then this extra option appears

Thanks for the helpful screenshot. It worked the first time but seems to have to be done on every video I watch as opposed to being a one-time fix. I think I'm just gonna have to go under the hood and delouse the computer entirely.
